The conference was participated in by all personnel of DILG Misamis Oriental, including field, technical, and administrative staff. It primarily aimed to apprise Local Government Units (LGUs) of their respective assessment results and to reinforce accountability, transparency, and performance-based governance. It also emphasized the critical role of POCs and ADACs in maintaining peace and order, promoting public safety, and sustaining effective anti-illegal drugs initiatives at the local level.
Moreover, the activity provided an avenue for LGU representatives to develop and refine their strategies through an action planning workshop, in preparation for the upcoming cycle of POC and ADAC Performance Audits. The workshop enabled participants to translate audit findings into concrete, time-bound, and results-oriented action plans responsive to their respective local contexts.

During the conduct of the Communicating Results on the CY 2025 Local Peace and Order Council and Local Anti-Drug Abuse Council Performance Audit at VIP Hotel, Cagayan de Oro City, Provincial Director Engr. Marisia C. Naybe emphasized the importance of the activity as a strategic platform for reflection, learning, and collaborative planning.

Lagonglong, Misamis Oriental, Jan 20, 2026ย โ the Department of the Interior and Local Government (DILG) Misamis Oriental, through Engineer Jonathan B. Comcom, conducted a project site inspection of the FY 2024 Local Government Support Fund โ Support and Assistance Fund to Participatory Budgeting (LGSF-SAFPB)โfunded project titled โExpansion of Lagonglong Water Supply Systemโ in the Municipality of Lagonglong, Misamis Oriental.
The inspection was successfully conducted through the facilitation and coordination of Municipal Local Government Operations Officer (MLGOO) Lorna M. Cabilla, with the active participation of Municipal Engineer Ernesto Chaves, representatives from the Civil Society Organization (CSO), members of the Local Project Monitoring Committee (LPMC), and the project contractorโs representative.
The activity aimed to assess the projectโs physical progress, ensure compliance with approved plans and technical specifications, and further strengthen transparency and accountability in the implementation of government-funded infrastructure projects.

Gingoog City, Misamis Oriental, Jan. 15 --, the Department of the Interior and Local Government (DILG) Region 10, through its Project Development and Management Unit (PDMU), conducted a site inspection of the ongoing Improvement of Bal-ason Farm-to-Market Road under the RAPID Growth Project in Barangay Bal-ason, Gingoog City.
The inspection team was composed of Engr. Jay Vanny Orabao and Engr. Jamel D. Lindao of DILG Region 10, together with Engr. Jonathan B. Comcom, PDMU Provincial Engineer, and representatives from the Commission on Audit (COA) and the Department of Trade and Industry (DTI) Provincial Coordination OfficeโMisamis Oriental.
The activity was made possible through the coordination efforts of City Local Government Operations Officer (CLGOO) Rey Gilbert B. Capricho. Representatives from the City Engineering Office and the project contractor were also present during the inspection.
The primary objective of the validation and inspection was to assess the current status of the project and ensure that construction activities are compliant with established quality and safety standards. The meeting was led by Honorable Rico C. Valdon, in coordination with Municipal Mayor Redentor S. Jardin, and was attended by key stakeholders from DHSUD (Department of Human Settlements and Urban Development) and representatives from the DILG including Engr. Clinico G. Cabeltes, Jr., Engr. The meeting was facilitated by Cluster Head Jay Niel C. Aรฑasco, CESE, and Program Manager Alexander M. Miego, who presented the designation of focal persons for the Departmentโs different PPAs and provided guidance on the effective delivery of capacity development interventions through the organization of Provincial Events Committees.
The discussion highlighted the importance of clearly defined roles and responsibilities in ensuring efficient program implementation, coordination, and monitoring, as well as in sustaining institutional knowledge and continuity of programs.
During the meeting, key implementation concerns and operational challenges were discussed, allowing participants to share insights and best practices based on their respective assignments. Emphasis was likewise placed on strengthening inter-unit coordination, improving communication flow, and ensuring timely reporting and documentation of program accomplishments to support evidence-based decision-making.
Moreover, the establishment of Provincial Events Committees was underscored as a strategic mechanism to institutionalize systematic planning, promote efficient workload management, and ensure the orderly and seamless conduct of official activities, trainings, and capacity development interventions before, during, and after each event.

The meeting featured presentations on accomplishments and ongoing initiatives from participating agencies, highlighting their commitment to preserving the provinceโs forests and mineral resources. Discussions emphasized the need to enhance inter-agency coordination and enforcement capabilities to more effectively address environmental violations.

The activity marks the beginning of the annual evaluation of local councilsโ performance in maintaining peace, order, and public safety, as well as in sustaining the campaign against illegal drugs. It aims to ensure that local mechanisms remain active and effective in addressing community concerns.

The DILG Misamis Oriental and NYC spearheaded the 2024 SK Performance Assessment to evaluate the accomplishments and effectiveness of the Sangguniang Kabataan (SK) Councils in carrying out their mandates and responsibilities to their youth constituents. This initiative also served as a vital platform to assess the impact and sustainability of their implemented programs, projects, and activities (PPAs) in advancing youth development at the grassroots level.
As a result of the assessment and to give recognition of their exemplary performance, the Provincial Government of Misamis Oriental conferred Certificates of Recognition and printers to the Top Five (5) SK Federation Presidents and Top Ten (10) Youth Development Officers (YDOs), as well as Certificates and laptops to the Top Twenty (20) outstanding SK Councils across the province.

The Balangay Seal of Excellence is the highest award given by the Philippine Drug Enforcement Agency (PDEA) to recognize local government units that have successfully implemented the Barangay Drug Clearing Program (BDCP) and achieved a โdrug-clearedโ status across all their barangays.

In line with its continued commitment to improving Water, Sanitation, and Health (WASH) outcomes, the Department of the Interior and Local Government (DILG) Misamis Oriental conducted the Results-Based Monitoring and Evaluation (RBME) assessment for WASH on September 4, 2025, in the Municipality of Lagonglong.
In coordination with DILG Lagonglong โ MLGOO Lorna M. Cabilla, the assessment team composed of Engr. Jonathan B. Comcom (DILG Misamis Oriental PDMU) and Engr. Kenneth J. Alpas (DILG Region 10 PDMU), together with LGOO Engr. Jelachrise S. Baconawa-Adlawan, successfully gathered baseline data using the following tools: WASH Sector Outcome Monitoring Form (Form A), WASH Component Outcome Monitoring Form (Form b, and the WASH RBME Monitoring Tool C. These instruments enabled the team to systematically assess sector performance, component outcomes, and the overall implementation of the municipality's WASH program.

August 20, 2025 | Limketkai Luxe Hotel, Cagayan de Oro City - The Philippine Councilors League (PCL) successfully conducted the Provincial Federation Election for Misamis Oriental on August 20, 2025, at the Limketkai Luxe Hotel in this city.
The event brought together municipal and city councilors from across the province, in accordance with PCL Resolution No. 03, series of 2025 and DILG Memorandum Circular No. 2025-050 to elect a new set of officers who will serve for the 2025-2028 term.
The election was overseen by the Department of the Interior and Local Government (DILG) - Misamis Oriental, led by Provincial Director Engr. Marisia C. Naybe, EnP, CESE, who also served as the Chairperson of the PCL COMELEC. The activity was attended by engineering and planning officers from LGUs Binuangan, Sugbongcogon, and Libertad, all of which are recipients of the FY 2025 LGSF-SAFPB in the province of Misamis Oriental. The briefing aimed to ensure that participating LGUs are equipped with the proper guidance and technical knowledge necessary for the timely and complete submission of documentary requirements, which include, among others, the Project Proposal, Detailed Engineering Design (DED), Program of Works (POW), and necessary permits and clearances.

On July 11, 2025, Department of the Interior Local Government (DILG) Misamis Oriental, through its Project Development and Management Unit (PDMU) engineers and Municipal Local Government Operations Officer Consuelo Barbaso, participated in the official turnover ceremony for the improved Nangcaon Farm-to- Market Road in Barangay Nangcaon, Opol, Misamis Oriental. The project was implemented under the Rural Agro-Enterprise Partnership for Inclusive Development and (RAPID Growth) Project, which aims to enhance rural infrastructure and promote inclusive economic development.

On July 10, 2025, the Department of the Interior and Local Government (DILG) Misamis Oriental, through Engineer Jonathan B. Comcom, conducted an inspection of the FALGU -funded project titled โRehabilitation and Improvement of Public Market in Barangay Poblacionโ located in the Municipality of Kinoguitan, Misamis Oriental.

The assessment is conducted to evaluate the performance and full functionality of the LCAT-VAWC as well as determine the issues and gaps in order to ensure that this mechanism is effective in addressing trafficking and violence against women and their children and responds to the needs of the vulnerable and marginalized sectors of society.
The LCAT-VAWC serves as a key mechanism that ensures local governments actively protect the rights and well-being of women and their children, working toward a future free from violence and exploitation.

Cagayan de Oro City โ The training was attended by various LGUs from Region X. Representing the province of Misamis Oriental were the LGUs of Binuangan, Magsaysay, Lagonglong, and the Provincial Government of Misamis Oriental. The sessions were led by Regional PDMU Engineers โ Engr. Kenneth J. Alpas, Engr. Jay Vanny S. Orabao, and Engr. Ma. Neziel T. Dinorog โ who shared their technical expertise throughout the activity.
The training aimed to enhance the capacity of local government units (LGUs) in designing water system projects that meet national standards. The sessions covered essential topics such as water source assessment, source development, source considerations, and engineering surveys. Participants also received hands-on training on the use of EPANET software; an industry-standard tool used for hydraulic modeling of water distribution systems.
Workshops were conducted after each technical session, allowing participants to apply their learning and present their outputs. This practical approach ensured better retention and application of the technical knowledge shared.

The Department of the Interior and Local Government (DILG) โ Misamis Oriental kick-started the conduct of the Seal of Good Local Governance for Barangay (SGLGB) Pre-Assessment last April 7-10, 2025 with the municipalities of Medina and Villanueva. The pre-assessment for 19 barangays of Medina was held on April 7โ9, 2025 at Hotel Conchita, Cagayan de Oro City, while Villanuevaโs two mentored barangays were assessed on April 10, 2025 at the DILG Provincial Office Function Hall.

Gingoog City, March 13-14, 2025 โ The City of Gingoog recently hosted a training titled โUnderstanding the Basic Engineering Concepts for Non-Engineers in Monitoring and Evaluating Disaster-Risk Reduction Infrastructure Projects,โ held on March 13-14, 2025. The two-day event aimed to enhance the capacity of local government personnel in monitoring and assessing infrastructure projects focused on disaster-risk reduction.
The training was attended by representatives from a variety of departments, including the City Agriculture Office, Agricultural Bio-System, City Veterinary Office, City Social Welfare and Development Office, City Environment and Natural Resources and Management Office, City Health Office, Gingoog City United Colleges, CDRRMO, and the CPDO-Housing and Resettlement Division. This collaborative participation was a critical step in strengthening Gingoogโs local government personnelโs technical skills and promoting effective coordination across departments involved in disaster-risk reduction.

Misamis Oriental, Philippines โ The Department of the Interior and Local Government (DILG) Region X successfully conducted a Rapid Subproject Sustainability Assessment (RSSA) on various projects across the province of Misamis Oriental from March 17-21, 2025.
The activity aimed to assess the functionality and sustainability of several locally-funded projects, particularly those funded by the national government.
