OPOL, Misamis Oriental — Demonstrating how good governance translates into tangible community benefits, the Department of the Interior and Local Government (DILG) Misamis Oriental, in partnership with the Local Government Unit (LGU) of Opol, formally broke ground today, January 27, 2026, for the construction of a new Multi-Purpose Daycare Center in Barangay Luyongbonbon.
The project is funded under the Calendar Year (CY) 2024 Seal of Good Local Governance Incentive Fund (SGLGIF), a performance-based grant awarded to local government units that exemplify integrity, accountability, and excellence in public service delivery. Designed to strengthen early childhood care and development, the facility will also serve as a functional venue for various community activities.
The groundbreaking ceremony was led by 𝗦𝗕 𝗦𝗲𝗰𝗿𝗲𝘁𝗮𝗿𝘆 𝗝𝗼𝗺𝗮𝗿 𝗙𝗿𝗮𝗻𝗰𝗼 𝗗. 𝗕𝗮𝗴𝗼, representing the Municipal Mayor, and was attended by 𝗗𝗜𝗟𝗚 𝗠𝗶𝘀𝗮𝗺𝗶𝘀 𝗢𝗿𝗶𝗲𝗻𝘁𝗮𝗹 𝗣𝗿𝗼𝘃𝗶𝗻𝗰𝗶𝗮𝗹 𝗗𝗶𝗿𝗲𝗰𝘁𝗼𝗿 𝗘𝗻𝗴𝗿. 𝗠𝗮𝗿𝗶𝘀𝗶𝗮 𝗖. 𝗡𝗮𝘆𝗯𝗲; 𝗘𝗻𝗴𝗿. 𝗟𝗶𝗹𝗶𝗯𝗲𝘁𝗵 𝗦. 𝗨𝘆; and the project contractor, 𝗖𝗗𝗢 𝗥𝗲𝗯𝗖𝗼𝗻 𝗗𝗶𝘃𝗲𝗿𝘀𝗶𝗳𝗶𝗲𝗱, 𝗜𝗻𝗰.
This initiative highlights the shared commitment of the DILG and the LGU of Opol to transform the gains of good governance into people-centered and sustainable development projects. Once completed, the multi-purpose daycare center is expected to provide a safe, inclusive, and child-friendly environment that supports early learning, child development, and strengthened community engagement. Claveria, Misamis Oriental — January 26, 2026 — The Department of the Interior and Local Government (DILG) conducted a documentation activity on good practices in water management, identifying the Municipality of Claveria, Misamis Oriental as a commendable local government unit (LGU) for learning exchange and good practice documentation.
The activity was successfully carried out through the facilitation and coordination of Municipal Local Government Operations Officer (MLGOO) Isadora C. Cabildo and was led by the DILG Regional Office team headed by Project Development and Management Unit (PDMU) Chief Maria Antonieta A. Porol, together with Engr. Kenneth J. Alpas and PEO Al-Aziz W. Bandar. They were joined by the DILG Misamis Oriental Provincial Office team led by Provincial Director Marisia C. Naybe, CESE, EnP, along with Engr. Clinico G. Cabeltes, Jr. and PEO Guanalyn S. Estabas.
The local government of Claveria was represented by the Office of the Mayor, headed by Hon. Reynante L. Salvaleon, through the Municipal Environment and Economic Development Office (MEEDO) represented by Mr. Pepe Yecyec, Water System-in-Charge Mr. Jessie Arazo, and Municipal Engineer Rolando Alfanta.
The documentation activity focused on capturing Claveria’s successful strategies in sustainable water management and improved service delivery. Through the documentation of these good practices, the DILG aims to develop a blueprint for knowledge-sharing and provide other LGUs with a proven model for replication and sustainable development.
The process involved on-site visits and interviews on Claveria’s water management initiatives. The team assessed the municipality’s systems for water supply monitoring, conservation, and community engagement, identifying practices that have effectively improved access, reliability, and sustainability of water services. The findings will be compiled into a comprehensive report that will serve as a learning resource for other LGUs and support the DILG’s efforts to promote innovation and excellence in local governance. The Department of the Interior and Local Government (DILG) Misamis Oriental, led by Provincial Director Marisia C. Naybe, EnP, CESE, continued its Preparatory Meeting for the National Quality Management System (NQMS) Assessment for Calendar Year (CY) 2026 via the Zoom platform.
The activity was attended by DILG Misamis Oriental Process Owners, comprising Provincial Office personnel and City and Municipal Local Government Operations Officers (C/MLGOOs). It served as a venue to align strategies, review audit requirements and documents, and ensure office-wide readiness for the forthcoming internal assessment. The meeting also provided an opportunity to revisit Quality Management System (QMS) procedures and reorient personnel on updated processes to promote a common understanding and consistent implementation.
During the meeting, Process Owners presented and discussed the internal audit timeline, scope, methodologies, quality objectives, and procedures. Frequently asked questions were presented, and roles and responsibilities were clarified to ensure a systematic, coordinated, and effective audit process.
The preparatory meeting reaffirmed the office’s commitment to upholding responsive, transparent, and effective governance through continuous improvement and quality assurance.

Kinoguitan, Misamis Oriental | January 23, 2026 — The Department of the Interior and Local Government (DILG) Misamis Oriental, through Engineer Jonathan B. Comcom, conducted a project site inspection of the FY 2024 Financial Assistance to Local Government Units (FALGU)–funded project titled “Rehabilitation/Improvement of the Public Market in Barangay Poblacion, Kinoguitan, Misamis Oriental.”
The inspection was successfully carried out in coordination with Municipal Local Government Operations Officer (MLGOO) Ana Celeste W. Felisilda, with the active participation of the Municipal Engineering Office headed by Municipal Engineer Gloria C. Johan, as well as the project contractor’s representative.
The activity aimed to assess the overall completion of the project and verify its compliance with the approved plans and technical specifications. It also sought to determine whether the observations and recommendations identified during previous inspections had been properly addressed and rectified.
The rehabilitation and improvement of the public market is expected to significantly benefit the local community by enhancing income generating opportunities for vendors and improving public access to basic goods and commodities in a safer, cleaner, and more organized facility.
DILG Misamis Oriental continues to reaffirm its commitment to supporting local government units in strengthening local governance by ensuring that government funded projects are properly implemented, monitored, and completed in accordance with established standards, ultimately delivering meaningful and sustainable benefits to the community.
